Interesting debate.    
In XVIII century political economy (Latin in particular) the concept of   
equilibrium was used exactly in the Newton's sense, the same of Marshall   
(of Jevons, of Pareto ...).  
There is a supplement of Hope (2003) most dedicated to Newton's   
influence on early political economy.
