 I am happy to report that the sources of the Tennyson and Saint-Simon  
references have been identified. I have had 2 references for Kant, though  
neither one using the exact phrase in English that Hayek used. This is  
interesting because I have seen the same English phrase used elsewhere. I  
still have had no takers on the Comte and Disraeli phrases and would be  
happy to receive any help with them - and I did google them both, but to  
no avail. Again, thanks to those who took the time and effort to reply.
