I have not been following this Query, so someone may have mentioned before 
that transferable "land scrip" (or similar permits to claim or develop or 
own a designated piece of the earth's surface and, perhaps, what is under 
it) has a long and important history associated with the advance of the 
North American agricultural frontier.
