There were and are economic dimensions to the R&D, manufacture, further  
development/refinement and deployment (including the peripheral  
personnel costs involved) of all such technologies.  
  
In other words, these technologies are in effect (and effectively)  
"used" while "not being expended to fully devastating effect"
