Nixon supposedly said it. Everybody quotes him, but verification is 
difficult. Here is one of the best sources that I have found, which is 
pretty vague. 
 
Anon. 1971. "Nixon Reportedly Says He is Now a Keynesian." New York Times 
(7 January): p. 19. Howard K Smith, one of four journalists who questioned 
Nixon on TV on January 5th, asked Nixon after the TV debate whether he was 
a Keynesian. Nixon answered affirmatively.
