Thank you all for your voluminous responses !  Wade Hands mentioned a   
paper by Scott Gordon, which I think is where I got the phrasing of my   
question.  Does anyone know the citation?  Mike White has suggested it   
may have appeared in the Eastern or Atlantic Economic Journals.
