Yale Libraries and then through Early English   
Books Online (which I can access through the   
Vassar library) I think that Thomas Violet is the   
answer.  Among his many pamphlets are writings   
about the monarch's right to coin and export   
money, which fits directly into the footnote I   
sent.  
  
I can also admit to either ignorance or a lack of   
adventuresomeness:  I did a Google search on T.   
Violet (probably a mistake!) and did not try to   
imagine the full name.
