What specific features of Smith's views about "human action (human nature? human
propensities?) in the social and economic realm" is Stillman thinking of?
  
What does that "absence of theoretical sense" indicate in relation to HE?  
  
What does the ignoring of Smith's concerns in Book V indicate that is of use in
terms of HE?
