The phrase "trained incapacity" or "trained inability" appears in the 1914 
[Kelley reprint 1964] The Instinct of Workmanship and the State of the 
Industrial Arts, ch. p. 347 . The context is clear in the last chapter of the 
book "The Machine Industry".
