Veblen coined the term "trained incapacity" in his Instinct of Workmanship and the Industrial Arts, though the notion goes back to his 1898 essay with roughly the same title --in the American Journal of Sociology. This may be what you're looking for. (Sorry, I don't have a page number at hand, and most of his works don't have a good index -- or any index for that matter!)
