Barbara Schmidt's "twainquotes" site includes the following:

The new political gospel: public office is private graft.
- More Maxims of Mark, Johnson, 1927

I've seen this quotation in other places but haven't found it in Twain's
own work. Does anyone know whether it's legitimate or not, and if so,
where it can be found in Twain's work? --Jim Leonard
