I would further add to Glenn's reply, that Smith used the union as a model to deal with
the American crisis.
  
With respect to Scott's comment, I would also add that I don't think he   
knew or cared much about the Highlands.  The Jacobite Rebellion occured   
while he was at Oxford, and I know of no evidence that he was at all   
sympathetic.
