HES: ANN -- History of Economics Society Membership

This issue has come up before, and my own belief is that the problem is 
institutional. People forget.   I believe that when people register for the 
HES conference, the conference registration fee should include membership 
in the society. Then we only have to collect dues from those who miss the 
meetings that year.
