I fear Doug misses the point.  My comment was intended to suggest   
that agnosticism is better that hard sweeping claims of "fallacy,"   
even on an issue such a protectionism, particularly when looking at a   
dynamic framework.  We are surely able to talk about internally   
contradictory or inconsistent theory; the empirical world is a bit   
messier.
