I think Roy Weintraub missed the point of the quote from Leontief. It was a 
response to Chas on the  incumbency factor and the notion of skill. 
Leontief, rightly, problematises the notion of skill. Whether one "likes" 
the quote or not, there is  "a  hippopotamus in the room", that is a 
problem which, even if unacknowledged, won't go away.
