It depends a bit on what you mean by democracy, but I would certainly
take a look at Owen's Lanark, Babbage's Machinery and manufactures and
Jevons's The state in relation to labour. Ruskin's completely failed
road construction projects and William Morris's (successful) Arts and
Crafts movement also come to mind.
