I take your point.  But if caps are used -- Commodity Exchange --  
that indicates the name.  For function, "Chicago commodity exchange."  
  
It would be taxing to be expected always to come up with  
an appropriate functional description of everything,  
starting with the united kingdom, the united nations, etc.
