I just sent a message before reading yours.  I am willing to stand  
corrected as I am not going to go dig into Mill.  I know that I had read  
such a formulation in him, and I think what you quoted is repeated  
approximately somewhere in his Principles, at least in some editions.  Is  
it not the case that he identifies his father as linking this view to Say,  
even if he did not actually call it "Say's Law"?
