Under all categories (including of course Economics) JSTOR's first 
result on "deadweight loss" is Paul Samuelson, "The Transfer Problem 
and Transfer Costs...," Economic Journal (June 1952).
Is this (in part) another case of the translation problem? What did 
Dupuit write in French?
