I think Tony Brewer's comments are probably right, the qualification  
reflecting the uncertainty we face.  
  
There is one additional point. Learned societies and similar bodies were  
also asked to nominate specialist advisers who could provide advice on  
submissions that fall outside the areas in which panel members have  
expertise. As a result, specialist advisers in the history of economics are  
available to the panels. Thus an economics panel that does not feel happy  
judging a HES submission has the choice of taking advice from a specialist  
adviser or consulting another panel.
