Anne Mayhew's article "How American Economists Came to Love the Sherman Antitrust Act" in the HOPE special issue that Malcolm Rutherford and I edited From *Interwar Pluralism to Postwar Neoclassicism* (1998) addresses this question for American economists; her general thesis there is against Krugman's claim.
