I imagine the Constant essay has to be Liberty of the Ancients versus Liberty of the Moderns --- no?

Ralph Raico wrote his thesis under Hayek on Constant I believe.

On the French source -- check with Frederic Sautet ([log in to unmask]).

Cannot help on the possible Hegel quote --- though that seems to make sense given the context of the quote.
