My guess is that the Heuser mentioned by Cristina Marcuzzo is Heinrich  
(later Henry) Karl Maria Heuser. He published the article "The German  
Method of Combined Debt Liquidation and Export Stimulation" in the  
*Review of Economic Studies*, Vol. 1(3), June 1934, pp. 210-217.  
  
According to various directories and handbooks of the AEA published by  
the AER (e.g. Vol. 39(1) Jan. 1949, p. 85; Vol. 59(6), Jan. 1970 p. 191)  
he was born in Berlin in 1911, obtained his B.A in 1932 from McGill, his  
M.A. in 1933 from the Ecole des Sciences Economiques et Politiques in  
Paris, and his Ph.D. in 1938 from the LSE in London. The title of his  
dissertation was *Exchange Control*. In 1939 he published *Control of  
International Trade* (London, Routledge).
