I think that someone has been confusing the person who asked the
question about school divisions.  This has nothing to do with multi
classrooms in a school.  It is all about grade level.  Division 1 was
grade 1-2, Division 2 was grade 3-4, Division 3 was grade 5-6 and
Division 4 was grade 7-8.  Senior and Junior Divisions become self
explanatory then.  I speak from a lot of experience being a school
board archivist.
