EXPOSURES AMONG THE ACTIVE AND INACTIVE PLAYERS.  WITHOUT THOSE SETS OF
RIGHTS IN PLACE, A WELL-SITUATED MINORITY CAN DO WHAT WAS DONE IN RUSSIA.
