Google Search does not know of anyone named (Sir) Rupert Peirles.
Are you by any chance referring to the physicist (Sir) Rudolf Peierls?
Rudi came from Germany to the English universities -- Manchester,
Birmingham, and New College Oxford where he was sub-warden 
when I was a visiting fellow.  Google mentions some people
ridiculing the notion that he could have been a spy.
