Maybe the problem is the professionalization of economics, along with 
government-run and subsidized universities. We're all bureaucrats now.

So let's set the publishing standards and create publishing 
opportunities in a way that we can (1) minimize the effort needed to 
administer them and (2) best advance the careers of those who are 
likely to bring us the most advantage.

What is a top journal anyway?
