Following what Fabio Masini just posted, I can testify that my 
Department (of Economics) just approved a rule whereby the only two 
A-rank journals in our fields (HOPE and EJHET) were downgraded to 
D-level and JHET is even outside any list.
This means, for example, that the research funds for those who publish 
mainly in these journals will be dramatically cut.
And it further means, with the new reform of the University system in 
Italy (which just became law since last January, 30) that no recruitment 
(nor career advances) for a historian of economics will be possible in 
my Department in the future.
