Karl H Niebyl (1952) wrote "The much-laboured (international trade) 
theory which stresses Europe's need for raw materials is a product, 
as Marshall has pointed out, of the consideration of one case and one 
case only-of a Europe in the process of developing industrially and 
technologically."

Can anyone tell me the reference to Marshall please?
