I think "water right", natural resources, property and use of natural

resources, natural monopoly... were very relevant topics in 1911 (K.

Coman in American Economic Review, 1, 1911) and today even more.

Is there anyone, other than Manuela Mosca University of 
Salento,Italy), Guy Numa (Dauphine Univ., France) and I (Catholic 
University, Milan), interested in a session on this topic?
