Could it be in his History of British India? In it James Mill re-directs his anti-aristocratic temper to the upper castes in India and this the postcolonialists read as being 'anti-indian'.

Mill is frequently cited for writing that Imperialism is "a vast system of relief for the upperclasses." The encyclopedia Britannica is usually given as the source. The Liberty Fund's version of his article on Colonies does not seem to have those words. Does anybody have a source?
