Nordhaus' (1977) STRATEGIES FOR THE CONTROL OF CARBON DIOXIDE
'...concentrate[s] on "carbon taxes" as a way of implementing the global
policy on a decentralized, individual level' (p. 26; the use of double
quotation marks around carbon tax being Nordhaus' own). This work follows
the notion of a carbon shadow price (Nordhaus, 1975) due to CO2 regulation.
Is anyone aware of the use of the term 'carbon tax' in any publication
(government, academic or otherwise) earlier than Nordhaus (1977)?
