He may be referring to the passage where Smith says that businessmen 
seldom meet either in public or private without engaging in a 
conspiracy against the public and must be watched at all times.

Counterpoise to that are his scathing comments on politicians and 
statesmen throughout WEALTH and on the political "men of system" in 
his THEORY OF MORAL SENTIMENTS.
