Showcase your strong leadership, relationship management, issues

As a key member of the Outreach and Partnership Development Unit, you
will:
* support the relationships between the Archives of Ontario (AO) and
critical partners and stakeholders 
* develop and support the implementation of strategic communication
networks and frameworks between AO and various stakeholders 
* demonstrate your understanding of AO mandate through analysis of
existing and new services, best practices, policies and procedures

Qualifications: Knowledge
* You have demonstrated knowledge of Archives of Ontario with the

* You are experienced developing business processes such as performance

Position Title: ADVISOR PARTNERSHIP DEVELOPMENT AND STRATEGIC LIAISON

Purpose of Position: 
To take a leading role in supporting the accountability of effective and
productive relationships between the Archives of Ontario (AO) and
numerous internal and external partners and stakeholders, including
partnership building and the provision of strategic liaison. To make
significant contributions to the planning, development and
implementation of a partner and stakeholder strategic communication
framework, the formulation of related-program objectives, and the
implementation of strategic policy initiatives. To manage related
issues. To lead assigned projects and work teams.  

Duties/Responsibilities: 
The Archives of Ontario`s mandate is to acquire, preserve and make
publicly accessible for legal, administrative and other research
purposes, original records of enduring value relating to Ontario,
including the management of the government of Ontario`s Art Collection. 

The Outreach & Partnership Development Unit provides
related-promotional, communications and website content management
services, including the development and implementation of educational
programming, exhibits, and tours of the Archives facility. The Unit also
manages the Government of Ontario`s Art Collection.

Partners and stakeholders include, but are not limited to: The Archives
of Ontario staff, the Ministry of Government Services, OPS ministries,
the Aboriginal Community, Parks Canada, MCI, the Canadian Council of
Archives, the Association of Canadian Archivists, The Archives
Association of Ontario, Ontario Heritage Trust, OISE, Communications
Agencies and other heritage, genealogical and archival organizations at
the provincial, federal and international levels.

In this context and under the direction of the Senior Manager, Outreach
& Partnership Development Unit, the position:

1. Ensures effective liaison and works collaboratively with divisional,
Branch and Unit staff, in order to understand the Archives of Ontario`s
strategic directions and to ensure alignment when engaging current and
prospective partners in discussions concerning partnership building as
well as AO`s service opportunities and delivery.
2. Corroborates and substantiates opinions, reactions and feedback
received from partners and stakeholders during the conduct of
consultation and research and contributes to the planning, development
and implementation of a partner and stakeholder strategic communication
framework/ "Partnership Development Community of Practice", including
the development of performance indicators/criteria.
3. Takes a leadership role in supporting the Unit`s role and mandate
through the analysis of existing and new services, partners` and
stakeholders engagement, the assessment of best practices as well as the
adequacy of partnership and relationship management processes and
mechanisms. Develops/recommends proactive approaches to respond to AO`s,
partners` and stakeholders` needs.
4. Leads assigned projects involving the implementation and promotion of
certain Gallery exhibits, recommends project resources and ensures close
collaboration with other Archives units, designers, and other internal
and external partners and stakeholders. Manages projects from start to
completion, including the provision of technical guidance to
project/team members. Develops and submits progress and final reports
for the Manager and AO`s management teams. Provides guidance on the
investigation and identification of lessons learned, recommends new
strategies to build and foster long-term partnerships and relationships,
and supports the integration and coordination of project results
ensuring AO`s, partners` and stakeholders` satisfaction. Manages project
budgets.
5. Makes significant contributions to the formulation of project
objectives and the implementation of strategic policy initiatives across
the province, including overseeing the promotion and further development
of the travelling exhibits program. Recommends the development of policy
options, and participates in the elaboration of proposals and business
cases to support recommended improvements/strategies to partnerships. On
an as-needed basis, provides input into the development of related
Cabinet submissions and supporting materials.
6. Support the accountability relationships between AO, partners and
stakeholders and provides strategic advice on programs, policies,
services, strategies and AO`s direction. Promotes, manages and maintains
highly politically sensitive relationships and develops partnerships
through consultation and consensus building with respect to the
implementation of program objectives, policy initiatives, as well as
partners` and stakeholders` equipment.
7. Identifies issues, prepares presentations/disseminates information
and provides sound advice, options and recommendations to the Manager
and AO`s officials for decision-making in the resolution of such issues.
Prepares reports, briefing notes, discussion papers, correspondence,
presentations and other written materials, as required.
8. Represents the Unit/Branch on intra and inter-ministerial committees
and work groups in order to develop and assess strategies and processes
that address partnership and relationship issues and in support of the
effective program delivery by the Archives of Ontario.

The Senior Manager has the right to assign additional responsibilities

Knowledge: 
Position requires: Sound knowledge of the Archives of Ontario`s
programs, goals and objectives, as well as outreach and communication
programming/initiatives, practices, policies and procedures, to: analyze
strategic directions and ensure alignment when engaging current and
prospective partners in discussions concerning partnership building as
well as service opportunities and delivery; support the planning,
development and implementation of a partner and stakeholder strategic
communication framework. Sound knowledge of the Unit`s and Branch`s
role/mandate, to: analyze and recommend new strategies for partnership
building and relationship management processes and mechanisms. Knowledge
of performance measurement and operational planning, to contribute to
and support the planning, development and implementation of a partner
and stakeholder strategic communication framework, including the
development of performance indicators/criteria. Knowledge of the broad
government policy context and directions, policy analysis, development
and evaluation processes, to contribute to the development, evaluation
and implementation of policy initiatives related to partnership building
and, on an as-needed basis, to, on as as-needed basis, provide input
into the preparation of related Cabinet submissions. Knowledge and
understanding of the government of Ontario`s arts, cultural, heritage,
library industries and communities, to participate in the design and
development of strategic policy initiatives. Knowledge of program
analysis and evaluation to carry out detailed analyses and evaluation of
communications/partnership-related policies and programs. Strategic
orientation, analytical, conceptual thinking and issues management
skills, to identify, assess and address complex issues related to the
relationship between AO and critical internal and external partners and
stakeholders; develop proactive approaches to respond to AO, partners`
and stakeholders` needs; resolve policy, program and service
delivery-related issues. Superior oral and written communications and
presentation, skills, to brief the Manager and AO`s senior officials on
current and/or potential issues, prepare briefing notes, discussion
papers, reports, correspondence, etc., and, on an as-needed basis,
provide input into the preparation of Cabinet submissions and support
materials.

Persuasiveness, to build consensus with respect to the implementation of
program objectives, policy initiatives, as well as partners` and
stakeholders` engagement.

Strong stakeholder management, consultation, partnership and
relationship building skills, to: develop and nurture internal and
external partners` and stakeholders` consultation, relationships and
liaison; work cooperatively with all partners and stakeholders to meet
mutual needs.

Project management and leadership skills, to: lead and manage projects
from start to completion (e.g. assigned projects and work teams involved
in the implementation and promotion of certain Gallery exhibits as well
as the investigation and identification of lessons learned with respect
to partnerships and relationship management); provide
guidance/leadership to project/team members; develop and submit progress
and final reports.

OPS budget management, to manage project budgets.

Knowledge of IT and computer systems/software/networks (e.g. MS Office,
Word, PowerPoint, Excel, Internet, Intranet and e-mail) to: prepare
reports, discussion papers, presentation materials, correspondence,
spreadsheets, and other written materials; access information, conduct
searches and retrieve information through Internet and Intranet;
communicate with all internal and external partners and stakeholders
through e-mail.
 
Judgement: 
Work is performed under the direction of the Senior Manager, Outreach &
Partnership Development Unit, and within a framework of government
policy, Ministry and Archives guidelines and directives. Judgement is
required while contributing to the planning, development and
implementation of a partner and stakeholder strategic communication
framework and for suggesting performance indicators/criteria, and
therefore, developing/recommending proactive approaches in support of
partners` and stakeholders` needs. The position exercises significant
judgement in analyzing existing/new services, partners` and stakeholders
engagement, assessing best practices as well as the adequacy of
partnership and relationship management processes and mechanisms. The
position contributes to the elaboration of program objectives and the
implementation of strategic policy initiatives across the province, and
therefore, exercises significant judgement in such function. The
position recommends the development of policy options and participates
in the elaboration of related proposals and business cases. Judgement is
required in identifying issues and providing advice, options and
recommendations to the Manager and AO`s officials for decision-making in
the resolution of such issues. The position prepares briefing notes,
discussion papers and presentation materials. Judgement is exercised in

Accountability - Programs: 
The position makes significant contributions to improve partnerships
through the elaboration of program objectives, including recommendations
for the planning, development and implementation of a partner and
stakeholder strategic communication framework and the implementation of
strategic policy initiatives/options across the province.  

Accountability - Personnel: 
The position provides leadership and guidance to teams/work groups for
assigned projects.  

Accountability - Finance & Material: 
The position monitors/administers project budgets.  

Accountability - Impact of Errors: 
Failure to provide sound and accurate advice, presentations and
recommendations to the Manager and AO`s officials could result in the
inadequate elaboration and implementation of program objectives as well
as policy options/initiatives. Such error could cause lack of
cooperation from partners and stakeholders. Failure to properly build,
negotiate partnerships and maintain on-going relationships with critical
stakeholders/partners, could lead to conflicts between MGS, AO, partners
and stakeholders and could result in financial loss. Such error could
attract criticism by partners, stakeholders, and the public.  

Contact - Internal: 
Regular contact with colleagues, management staff within AO and MGS as
well as OPS colleagues, to brief, provide advice, lead assigned projects
and seek advice, support and expertise related to policy
options/initiatives; discuss and manage issues; participate on intra and
inter-ministerial committees/work groups in coordinating an innovative
approach to partnerships and program/policy analysis and development;
contribute to the development of a communication framework.  

Contact - External: 
Frequent contact with external partners and stakeholders in the industry
to: exchange information and provide advice; develop and nurture
consultation and partnerships on key issues and initiatives;
discuss/resolve issues; provide, seek and share information. The
position participates on external committees/meetings, as required.
