Writing a terms of reference for planning projects: a guide for cultural and 
heritage groups.

Cultural and heritage groups looking to open a new facility or launch a 
major program may wonder where to begin the planning for such a large 
undertaking. The best first step is to develop a terms of reference to guide 
the planning efforts.

The pages that follow set out The basics of what a terms of reference is, 
why an organization might need one, and who should be involved in developing 
it. The process goes through the various steps a group should follow to 
develop an effective terms of reference. Finally, Section by section works 
through each of the key parts of a terms of reference—what information to
