Thanks, Frank, for tracking down this more authoritative source and the correct date.  The blog posting link that I cited in haste (and shock) was dated Tues., Oct. 23rd and stated that the exchange was "a question in Parliament on Monday" -- clearly wide of the mark on timing by almost a week.

Unless there has been some official clarification, it appears that we're left wondering if that statement reflects the government's intent, or if the Minister was perhaps muddled.

While they're at it, displaying a similarly vacant level of understanding, perhaps they'll transfer the Canadian Coast Guard to the Canadian Wheat Board?
