In J.A. Hobson's _Imperialism_ (2005, 51) James Mill is attributed with the statement that colonies were “a vast system of outdoor relief for the upper classes” (no reference provided).

Mill is frequently cited for writing that Imperialism is "a vast
system of relief for the upperclasses."  The encyclopedia Britannica
is usually given as the source.  The Liberty Fund's version of his
article on Colonies does not seem to have those words. Does anybody
have a source?
