This topic was very hot in reaction to Richard Kahn's multiplier paper  
in the early 1930s.  The questions that were going back and forth in the  
literature at that time (my memory is thin on this but I think there was  
quite a debate b/t Hans Neisser (sp?) and Kahn) were pretty much the  
same as the more recent crowing out/ crowding in debates.  Anyone  
with a fresher memory?  I supppose I could always look it up.
