Ricardo is often attributed with the idea that the only bad tax 
is a new one.  Does anyone know a reference? 
 
Mill  (I use to have the direct quote) cautioned readers to 
beware of economic philosophers seeking there own self 
interest under the guise of questionable general principles. 
Does anyone know this reference.
