Dear SHOE members,

Steve's memory is not faulty (if I may). Jim Buchanan spent only a few  
months and maybe just a few weeks during the summer 1954 at the Rand.  
This apparently is exact. He worked on the problem of pricing highway  
services (it was his main research topic at that time) but, from the  
discussions I had wit him, it appears that he believes that it was not  
very important for his subsequent work!

Also, as far as I know, he did not serve as a consultant for the Rand  
in 1958. I haven't found anything in Buchanan papers that could  
confirm that.
