I do not believe that it was due to Quesnay, although I think that it was from the
physiocrats or those they closely influenced. I have in different sources seen it
attributed to both Mirabeau and le Marquis d'Argenson, but do not which (if either) was
the true father. The Mirabeau attribution actually has him speaking it out publicly in an
Assemblee of some sort.
