Yes. John Rae, the journalist, was the assistant editor of the 
Contemporary Review. He wrote two other books, Contemporary Socialism 
(1884) which incorporated the abovementioned article, and Eight Hours 
for Work (1894). See Jacob Viner's Guide to John Rae's Life of Adam 
Smith (1965).
