In response to Mike Robison's post, I can offer no info. on Turgot's 
influence in China. However, what is particularly interesting  in 
REFLECTIONS ON THE FORMATION & DISTRIBUTION OF WEALTH is Turgot's analysis  
of the three classes in society. He specifically refers to the Proprietors 
(Landowners) as the Disposable Class. The French Physiocrats were 
criticized by Adam Smith; although he recognized their contribution to 
Political Economy; for considering only agriculture as productive. Perhaps 
there was difficulty with the terminology employed. But their practical 
proposal- THE IMPOT UNIQUE- was never implemented.
