Working on Frank Knight's social philosophy I am curious, if anybody can 
help me with tracing back one of his references. Frank Knight often 
defines democracy as "government by discussion". Occosionally he refers 
to Lord Bryce. Unfortunately I was not able to find this quote in Bryce's 
books on the American Commonwealth or on Democracies. 
 
Can anybody provide some more insights?
