Dear Felix,

I think that you may be interested in reading the so called Prebisch 
manifesto, that is: R. Prebisch, "The Economic Development of Latin 
America and its Principal Problems", UN, 1950 (though actually 
manuscripted and delivered in 1949).

Should you need further references on Prebisch, you can see Revista 
CEPAL special issue on Prebisch's thought (2000).
