In the depths of the depression, Irving Fisher wrote "What is 
Calendar Reform?" He championed dropping the Gregorian calendar for a 
more sensible calendar which would divide the year into 13 equal 
months of 28 days. He argued that "stabilizing the unit of time" 
would enhance business efficiency, improve corporate and government 
fiscal governance, and make statistical analysis more reliable. He 
suggested that the new calendar, under discussion in the League of 
Nations, be implemented in 1933 with the same legal provisions 
regarding mortgages, leases, and contracts that were adopted in the 
British switch from the Julian to the Gregorian calendar in 1752.
