Arthasastra (science of wealth) by Kautilya written in fourth century 
BC in India according to Amartya Sen is "almost certainly the first 
book ever written with anything like the title 'Economics'". There 
are a number of English translation available.

I have a copy of Chinese Economic Thought before the Seventeenth 
Century, by Hu Jichuang; published by Foreign Language Press, 
Beijing, 1984. But I do not know whether it is still available or not.
