Have you (or your student) seen the Hey and Winch (eds.) volume entitled  
A CENTURY OF ECONOMICS:  100 YEARS OF THE ROYAL ECONOMIC SOCIETY AND THE  
ECONOMIC JOURNAL?  The chapter on "Keynes as Editor," for example, has  
several pages dealing with matters relating to his use of referees and  
the solicitation/evaluation of submissions.  Other chapters may also  
contain useful information.
