The ASA isn't disorganized; its program committee approves panels from
proposals submitted by the membership.  That process is going on right now,
which means that you and any other member of the organization can try to
organize a panel and seek to have it added to the program.  Instructions
for doing so should be on the web site.  It's usually important for a
proposal to adhere to the annual theme published for the conference.
