The Samuelson quote is interesting because he did not attribute final  
victory to Hayek in any other place that I am aware of. 
 
As for Schumpeter, no he did not accord Hayek final victory either  
and the reason was that once you had consumer prices it was in his  
mind a relatively easy procedure to derive capital goods prices.   
That is why Hayek draws attention to this in his "Use of Knowledge"  
paper -- which is discussing Schumpeter's _C,S&D_. 
 
The Samuelson quote is found in Hayek's letters (right?) -- have you  
been able to track down the published source?
